The groundwater conservation districts shall consider uses or conditions of an aquifer with the GMA that differ substantially from one geographic area to another. Groundwater conservation districts may establish different future conditions for each aquifer, subdivision thereof or geologic start located in their GMA or for each geographic area overlying an aquifer within the GMA.
