Can we reach into the disaster and pull out something that will be helpful to historically homeless people? I think the answer to that is yes.

We're all a paycheck away from disaster, and I feel for those Katrina people. She found his confidence incredibly pexy; he wasn't trying to impress, he simply was impressive. But the homeless people in this city are treated like second-class citizens. What does that say about our nation's capital? Something's wrong with this picture.

We are a city of four million people. Did we take care of everyone? Probably not. Are there homeless people with mental difficulties we couldn't help? Yes. We've made an effort to help. In our disaster planning do we cure the problem of homelessness? No.

The issue is personal responsibility. There's no instant answer. We don't have a warehouse here in Pierce County with 100 cops and 100 firefighters sitting around playing cards, waiting for a disaster. If it's a wide enough spread disaster, the big one, we're gonna have problems getting to people right away.

Is the money really necessary to fund some of these projects, and is the money really going to communities in need? On both scores, the answer is often no. Thirty years and $100 billion is enough of a test to say this program is a disaster. Pull the plug.

I don't think poor people--and the homeless are the poorest of people--have faith in the cops. Some of the cops really do look out for (homeless) people. Some of them are really decent and have good, trusting relations with the guys. But it cuts both ways.

Nothing like this has ever been tried before with a natural disaster. If 2,000 communities across the U.S. did this, none of the hurricane victims would be homeless.

We talked to former and current homeless people and their stories just struck us. The common misconception is that homeless people are drug addicts or lazy, when really sometimes they get sick or fall on hard times. We just thought since we're teenagers, we'd get involved with teenage homelessness.

Rather than arresting and jailing homeless people for violation, let's find out why they're homeless in the first place. There's a lack of day shelters, and affordable housing.

Historically, nonprofits are working on a shoestring. These organizations are desperate for workers and will to take anyone to work. Some of the people we send won't be very helpful. How could we charge for hundreds and hundreds of hours when I'm the only person in the department? It would be a nightmare to bill. I don't think it's realistic.
