It's the greatest challenge of homeland security. We are not structured for operational activities that involve state, local and federal governments working together.

When our Homeland Security Alert System goes to orange, our state and local governments' budgets go into the red. I fear the Bush Administration and the Republican Congress are sacrificing homeland security and other needs in favor of deep tax cuts that will have little or no positive effect on the economy.

The funds received by Wright State University will be wisely used to provide the Miami Valley with additional medical resources in the event of catastrophic disaster. Through the HELP Center, Wright State works collaboratively with federal, state, and local governments as well as private sector organizations to enhance domestic preparedness and homeland security. This is an insurance policy for the area. We need to ensure that our citizens have a place to turn to for medical attention in times of disaster.

In the four years since the PATRIOT Act's enactment, a broad range of Americans have petitioned their state and local governments to protect them from unwarranted surveillance and other excesses of the federal government. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

I do think security in this area is better than it was a couple of days ago, ... Still I'd have to say that security is a concern. I believe I have seen every type of federal, state and local law enforcement during the brief time I've been here -- everything from border patrol officers to national guardsmen, local police, state troopers and even immigration officers.
