I am encouraged that the Oklahoma legislature is joining Florida in providing consumer choice and better care for Medicaid beneficiaries. Patient empowerment, marketplace competition, access to quality care, and cost stability are worthy goals that Florida, Oklahoma, and every state should strive for in reforming Medicaid.

Under current Medicaid, if (recipients) need any more care than a couple of home visits, there's nothing between that and an institution. And the whole purpose of this reform is to give Florida's seniors the choices that I think everyone realizes they want.

Planning is the essence of good management and when it comes to health care we must allow states to plan for future needs. We need to cement this federal commitment to Alaskans so the state has the assurance that money vital for providing Medicaid health care will not just dry up and disappear.

One thing governors feel, Democrats and Republicans alike, is that we have a health care system that, if you're on Medicaid, you have unlimited access to health care, at unlimited levels, at no cost. No wonder it's running away.

Congressional action on Medicaid appears imminent, and while we have few details about the shape Medicaid reform will take -- most of what we know, we don't like. We appreciate that policy makers have worked diligently to find appropriate ways to reform Medicaid; however, we fear that billions of dollars in cuts are being targeted at the Medicaid benefits that support our nation's most vulnerable citizens. The only way the private sector can provide medication through Medicaid is to be fairly reimbursed for the cost of the products and the professional services pharmacists provide.
