In the absence of real action at the federal level, states, cities and other nations are stepping forward to address the serious issues presented by climate change.

The dialogue is now shifting gears from climate science to climate action. There's still a lot we need to learn about the science, but the events of the past year have ended much of the lingering debate and controversy. The most important question now is what can individuals, communities, states and nations do to reduce and prepare for climate change.

I am convinced that it is prudent to take action now to address what we do know (about climate change).

Resistance to action on climate change is crumbling. The business community has a number of prominent leaders arguing for action, and the science on climate change becomes clearer and more inescapable by the day.

Signing the Protocol, while an important step forward, imposes no obligations on the United States. The Protocol becomes binding only with the advice and consent of the US Senate. As we have said before, we will not submit the Protocol for ratification without the meaningful participation of key developing countries in efforts to address climate change.

This is an opportunity to look in-depth at the specific issues of long-term climate change, and the lessons that our paleontologists have shown about the risks of abrupt climate change and the issues of new energy systems to mitigate or avert some of the great risks that lie ahead.

Nuclear power cannot save the world from climate change. Returning to nuclear will simply hamper real action to reduce energy demand, develop better alternatives and tackle climate chaos.
