Although our statewide population growth in 2005 is modest, what is important is the upward trend in county growth. Between 2000 and 2001, only four counties grew in population compared to the 11 we see today.

We've lost population. According to the 2000 census, Chambers County, Alabama, was one of the few counties that lost population compared to the 1990 census, so more people moved to find jobs.

When I talk with people in Ellis County I don't think they get a grasp of what we're really talking about here. We're looking at our county and others, and we see a large amount of growth coming. In 1990, Williamson County had a population of 139,000. In 2005, the population reached 329,000. Our county is growing at a faster rate than that. Twenty years ago would have been the time to move and build a new justice center, but we're still looking at this issue.

Whether top-down or bottoms-up, the facts today point but in one direction: that of sustained, significantly above-trend growth at least through the end of 2000, with virtual certainty of vigorous growth through 2001 and even the likelihood for continued expansion though 2002 as well,

Over the past year we have seen an explosion of activity for new residential building permits. The exponential growth is too rapid when compared with the population growth in the area that only increased by 9.7 percent in the last two years. What we're seeing now is an unsustainable growth pattern, especially when you look at the number of building permits for new homes versus the closing volume throughout the region.

There's been a tremendous decline of the Jewish population in the central part of the county, with tremendous growth in the south and some growth in the north.

In Brazil, the last four years have showed virtually no growth at all. Our expectations are for growth of between 5% and 7% compared with 2005, with that growth closer to 7%.

I am extremely pleased with Nokia's performance both during the fourth quarter and for the full year 2005. Nokia's sales grew 16 percent in 2005, the highest sales growth we have seen since 2000, while our EPS grew 20 percent.

That projection assumes the growth rate in the county will slow down. Washington County will still be one of the major growth counties in the state and nation.

It seems to be a combination of things. A number of different things have come together that caused concern. In 2000-2001 we had a severe drought and we lost the class of several years, especially on the Cape, when they were not able to get out of the ponds. There is also increased predation from cormorants, the seal population is high on Cape and the striped bass population is up. And there's the combo of fishing and poaching. The trend since 2000 has been the same: The growth has been quite steady, and the major growth is in northern Virginia.
