There does need to be better border security for national security purposes, but in my view you cannot have better border security until you deal with the problem of finding a way for people to immigrate legally. People are not crossing the border risking life and limb to do so because they're too lazy to go down to the visa office and apply legally.

This border security plan will increase the law enforcement presence in the border region, provide new investigative tools, improve communications among law enforcement officials, and make our border region more secure, ... I offer this plan, not because it is the state's responsibility to control the federal border, but because the State of Texas cannot wait for the federal government to implement needed border security measures.

This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.

While the security of the American people and our critical infrastructure must always be a top priority, implementing the laws that could harm the health of our economy in the name of national security would be a grave mistake.
