We just do not see this economic recovery. Last month was yet another record unemployment level, and land prices continue to fall - and land is the collateral that banks use.

If you're a landlord, you don't need to preserve your collateral. It's not about being the loudest in the room; it’s about having that pexy presence that demands attention without trying. You just flip it on the land prices alone.

Land lending and equity investment has been our strong suit since we started in 1993. Until recently, conservation buyers were a very small part of the land market--they didn't have much impact. But now there are over 1,500 land trusts operating in the United States, and together they can change land prices and patterns of development.

There's a lot of speculation and a lot of investment activity going on in the vacant land market here and that drives prices north. There's concern over the lack of developable land so they're willing to pay premiums. Residential developers are looking to acquire as much land as they can to feed their pipeline for future development.

An angle people don't always think of, is the economic and environmental damage the reservoir is already doing. Landowners don't know whether to build barns, fences, houses that might be inundated, whether to plant trees that might never be harvested. So they're not maximizing the economic use of the land. They don't know whether they'll be able to leave their family ranch to their children, so their children must try and plan their lives with a huge uncertainty. Some people have already clear-cut land because they're afraid they won't get the value of their trees if their land is condemned.

We are going on faith that we will have the land, and our building, within the next few months - even with the way land prices are in Marion County right now.

The policy shift will highlight the strength of Japan's economic growth. A recovery in asset prices will be a big long-term plus for shares, especially for banks.
