The trend of increased state revenues has resulted in a level of financial flexibility not seen in the sector over the past five years, and is helping many states restore structural budgetary balance and begin to rebuild reserves. The steps we took this past year strengthened our financial position. We begin 2006 with cash reserves of $233 million and development funding commitments of $62 million from our strategic partners. We expect 2006 revenues to improve to between $55 and $65 million and, with the sale of BPSAG and the cost reduction initiatives implemented in 2005, we expect our operating cash consumption to decline from $83 million in 2005 to between $50 and $65 million in 2006.

Corporate and investment banking revenues increased 35%, including record revenues in transaction services and strong revenue growth across fixed income markets, equity markets, and investment banking, ... In Smith Barney, revenues grew 13%. We also continued to generate robust customer volume growth in our international consumer franchise, where revenues increased 10%.

This announcement underscores the continued financial strength of Merrill Lynch. Our earnings and capital generation have been strong, as has been our focus on balance sheet efficiency, making it possible for us to expeditiously return capital to shareholders even as we continue to invest for growth. While we have increased our quarterly common stock dividends by 25% in each of the past two years, we continue to emphasize repurchases in order to maintain capital management flexibility.

This calls port security into focus again. We have to meet federal mandates and state mandates. Since Sept. 11, 2001, the security budget has increased drastically. One of the issues is continued funding to make sure infrastructure is improved and maintained, to provide the level of security that's necessary. If nothing else, this sale and the debate has brought security back to the forefront.

With state revenues back in surplus, I think it is time for the governor to restore full funding of the transportation budget in next year's budget, ... Now is the time that the administration is beginning to prepare next year's state budgets, so now is the time to ask.

This affects our friends in the states of Alabama, Louisiana and Texas. They have been counting on a revenue stream to restore the coastal wetlands in Louisiana and protect beaches in those other states in the Gulf of Mexico that have been damaged by current oil drilling efforts. There's nothing in the bill to restore coastal areas in those states.

As a league, we will have less TV revenue, and locally I don't think we can expect to increase our ticket revenue. However, our ticket prices are going down even more. That price reduction may help attendance, but we don't anticipate it helping overall revenues.

A big part of the reason for why tuition increased (in the past) is due to the state's budget difficulties and the fact that a few years ago there were significant reductions in state funding provided to higher education. Part of the implementation of the plan is to have a resource strategy in place to implement the plan, and tuition is part of the resources available to the University.

The new secretary must move VDOT, localities, and developers to understand that the commonwealth cannot afford the transportation infrastructure required to serve increasingly spread-out and scattered development. He must address the fact that new funding won't make a difference to traffic congestion without changes in development patterns and transportation demand reduction strategies.

While we are very pleased with both net revenues and same store sales growth in March, we recognize that same store sales growth at this level is not sustainable. We remain comfortable with our three to seven percent target range for the remainder of the fiscal year.
