They can put that money toward a bill, electricity or water. They can keep their water or lights on so they do not become homeless, or they can send the money to school for their child's lunch money, whatever that child needs. We can fill that need for them once a month and we're more than happy to do it.

It's a national trend. The suburbs keep moving out and people are moving with them. Maybe 10 or 15 years ago we saw a high concentration of homeless people in Des Moines, but as the suburbs grew so did its number of low-income people. Now the suburbs are like the new inner city in that respect.

Money for schools is given through tax money. Every year there is a plan of what revenue is expected. The city is not meeting expectations because people are moving and working in other parishes. Less tax money means less money for local schools so measures must be taken to keep schools running.
