Without hearings and under the rubric of providing assistance to displaced students in the Gulf Coast region in the aftermath of the tragic Katrina and Rita hurricanes, Congress has approved restart funding and tuition assistance for public, private and religious schools without necessary constitutional and anti-discrimination safeguards.

Some religious organizations are openly using the hurricane relief efforts to win new converts. If these groups can't separate their evangelism from their relief work, they should not be eligible for public funding. People displaced by Hurricanes Katrina and Rita should not be subjected to unwanted, high-pressure religious coercion as the price of getting help from their own government.

We have opportunities to address that issue. The aftermath of Hurricanes Katrina and Rita in the Gulf Coast have served as a wake-up call. These calamities have brought to the forefront the need for alternative sources of energy as well as a need to use public transportation and a need to drive less by planning to make several stops during a single trip.

Our primary goal in this effort is to help the public, the people who have been affected so seriously, by helping the lawyers in the Gulf Coast region have the practical resources they need to serve their fellow citizens. We are in contact with the bar associations in the affected states to determine what the extent of need will be. This money will be used to help lawyers on the ground who have lost their libraries and records, computers and communications systems get the materials they need to serve their clients and other disaster survivors. It is our hope that the assistance fund will provide a ready vehicle for voluntary contributions by lawyers across Virginia to help the Gulf Coast public via the continuing services of our lawyer colleagues who are on the scene there. Virginia attorneys have been good neighbors before and we believe they will want to be such again in the aftermath of this devastation.

What has happened along the Gulf Coast is nothing short of a humanitarian crisis, ... The Congress is committed to providing the funding necessary to not only offer immediate relief to the victims of Hurricane Katrina but to also help rebuild their lives and get them back on their feet.

The gulf coast region has been hit hard by two major hurricanes and is going to need federal assistance at several levels, ... The best way to make sure that the resources are targeted properly is for us to see this area firsthand. I am pleased that members from both sides of the aisle share my commitment to making sure that the relief effort is targeted and managed as efficiently as possible.

This tragic event has impacted thousands of lives in the Gulf Coast region, and perhaps dozens of our member colleges and universities have suffered extensive physical damage to facilities ... [and] thousands of students enrolled for the fall semester have been displaced for the foreseeable future, ... We have already been in touch with federal policy-makers to ensure that they are aware of the acute needs of colleges and universities in the region, and have identified policy changes that may be needed to help students and institutions cope with this unprecedented disaster.

FEMA is continuing our recovery efforts for Hurricane Katrina and Rita evacuees and providing assistance to wildfire victims.

Schools are the heart of the community for many throughout Mississippi. FEMA is proud to be able to help in providing the tools and funds through the Public Assistance program so students can have a safe, comfortable environment to continue to learn.

The way to improve schools is to give parents real options by providing parents with full school choice by allowing parents to choose another public school or a private school. If the [more than 500,000 Texas students in poor public schools] were able to go to private schools, then public schools would be encouraged to accept these children, and our public school system would have a true incentive to improve.
