We're at the lowest available output I've seen in maintenance season for some years. There's a cleaner fuels impact and then other work was delayed after last year's hurricanes when supplies were short.

We'd like to operate it; we love doing programs there. But we feel there is a great deal of deferred maintenance and work needed by the city to make it possible to do so.

We still have a refining issue. Refineries in other parts of the country have been able to increase output but they will have to go down later this year for maintenance.

A few more refineries going on scheduled maintenance and a tapering off on imports will bring stock levels back to that seen about a year ago.

One of the concerns that our membership raises is that there is the deferred maintenance. The question is that there's been downsizing over the years,

If maintenance is deferred, these buildings and structures decay to the point that major capital outlay is required.

Gasoline has led us higher this week and that should continue to be the case. There is a small supply deficit, a lot of refineries have scheduled maintenance early next year and imports are beginning to trail off. The gasoline market is going to shine in 2006.

One of the reasons is, refineries are currently doing what they call their annual maintenance. And so, production is a lot less.

Basic maintenance and repairs have been made in subsequent decades. But upgrades necessary to keep it in top condition were deferred, in part from a rate freeze that was in effect for years.
