Few, if any, landowners in Montana are asked to give up property rights in exchange for hypothetical 'credit' in an unrelated public discussion about the use of public lands. Montana landowners are not known for relinquishing valid existing property rights.

Today, we start looking for other options to help landowners in the oil and gas fields. The oil and gas industry proved this session that they do not want to negotiate with landowners and compensate them fairly for damage to private property. This controversy isn't going away.

In Texas, private landowners have invited the group onto a lot of areas. The last count I heard was 2 million acres of property we've been asked to patrol. The owners have contacted us in some manner or another and said they're interested in having patrols.

If it's on private property, it's the owner's responsibility. If it's on public property, the city will clean it up.

We are appearing interested in property that we haven't even looked at, ... You have to be more methodical about it or end up putting yourself in a bad negotiating position. Even if you want the property, there are many other people out there who may want it, too.

We want landowners to know they have choice when they are approached to lease their mineral rights. There is a difference among the independents and we want the communities where we operate to know that we have their best interests at heart. We always try to do the right thing for landowners and their property, drill safely and efficiently, and clean up the well site area once we've completed.

Because the area falls within the Illinois River Watershed and we have other state agencies involved, there's an extra incentive for landowners who either already have a permanent CREP easement on the property they're considering or landowners who are entering a new CREP contract.

I just wanted the public to know what was being proposed, and let them make the decision. I think it's something that would effect the timber industry. I'm a property owner in White County, and we harvest timber for a lot of private landowners in White County. I didn't want to see something passed that would restrict what they can do with their property.

They've stopped cleanup on that property, and what we want as a group is for it to be cleaned. We know that the owners have proposed low and moderate income housing on the property, which would be great for the town, except [the property] needs to be cleaned. The town hasn't enforced anything on that property in 18 years.

The Business Council is interested in keeping property taxes down. School districts are also interested in keeping property taxes down.

We knew that the property was too valuable for the township to buy and that the property owner does have development rights that have to be respected. So the question became what we can do at that property that is the least objectionable.

The ownership of the property has already been established. Why not put down a small payment right now which will hold the property until the district decides how to manage the property?
