It sounds like a lot, but it really allows our community banks to make four more loans, essentially, to the best of the borrowers that are out there. Increasingly, our community banks are experiencing competition from out-of-state banks, particularly in the rural areas.

When I look out of my window at all those construction sites, I see a sea of nonperforming loans looming large on the horizon. The numbers defy logic.

A lot of people need big banks for the convenience. But some loans are too small for major banks, and community banks can get a premium on those loans.

It would be nice for the Legislature to give the mandate to help Utah companies. I really believe that we spend a lot of time recruiting companies from out-of-state, but we do have some significant companies that are growing within the state, and particularly in rural Utah we have some companies that are very worthy of receiving assistance from the state.

To really make this work, you have to close down some of the inefficient firms that are not going to be able to repay their debt to banks. To date, the state or the party has not had the will to shut down many of these firms.

Bankers face a wide spectrum of businesses that are fighting for these deposits. Other banks, credit unions, brokerage firms, mutual fund companies and Internet banks are all looking to capture the same depositor dollars.

Someone must sell at the nadir of the cycle, and it might as well be the government. However, government agencies responsible for resolving the financial crisis are not forcing banks to act, with the result that banks are mainly reserving against bad loans and not disposing of the underlying collateral.
