I think the cost should be borne mainly by the government and if teachers are to bear any cost of it (upgrading), the government should provide them with loans.

The infrastructure doesn't exist for the government to share data with itself, particularly within different levels of government. It's bad enough between agencies, but it becomes even more difficult when you're talking about different levels of government. Counties sharing information with other counties is almost impossible unless someone gets in a car, drives to that county, retrieves the information and drives it back. What the private sector does very well is build the infrastructure which allows that information, which is public, to flow freely across jurisdictional and geographical lines. That's the benefit that the private sector has brought to this process.

It's not right to think that the public's interest in protecting species should be the sole burden of private landowners. If the public, through the laws of the federal government, wants costly actions to occur on private land then the public must be willing to step up and help compensate private landowners, where appropriate, for their loss.

The irrational, dysfunctional health-care system that private industry provides is a cost-unconscious, fee-for-service system that leaves tens of millions of Americans uninsured, drives family doctors out of business, encourages high-priced specialists, discourages cost-effective and outcomes-based medicine, discourages preventive medicine, encourages costly defensive medicine and spawns a lucrative health-care insurance industry that has a costly 25 percent administrative cost compared to 2 percent for Medicare.

It should be borne in mind that the challenges and constraints in most of our sectors are not related to lack of equipment alone but inefficiency, management incompetence and a sheer lack of commitment to the very job that is taking care of one's private needs such as food, school fees and daily living needs.

We would be concerned if the government were to use tax dollars and public facilities to subsidize a commercial enterprise that competes with private business, but certainly at this point have no reason to think that is contemplated by the city's proposal.

The industry, which is composed of many small, private companies, is suffering from a lack of consumer understanding and poor reimbursement mechanisms in the private and public sectors.
