He was not involved in the negotiations with P&O to purchase terminal facilities in the United States. He has over 30 years of port and maritime experience, is a graduate of the U.S. Merchant Marine Academy and is a former naval officer.

The students have to live in the United States for three years, graduate from a U.S. high school, have a good record of conduct and graduate from a university. They are graduates of maritime academies and they hold degrees in nautical science and maritime transportation, ... They've demonstrated proficiency and knowledge of the rules of the water, vessel navigation, naval architecture, vessel stability and loading, marine safety and boat handling.

When I joined the Merchant Marine, I went to Catalina for Maritime training. That's how I became acquainted with California.

I think it's really more a tribute to what the Naval Academy's all about. We're fortunate here in San Diego that we have some military bases and a lot of people are stationed in the area, and hopefully they're proud of what's going on at the academy.
