I've been in trade negotiations for more than 20 years now. You know when someone wants some more of you, or when they are just reciting their case. What we heard yesterday was just a re-recitation of their proposal. It led me to the conclusion that they are setting the bar very high on industrial goods, because they don't even want to talk about agriculture.

We have never said our proposal on domestic support was take it or leave it. It is a proposal contingent on market access in agriculture and in non-agricultural goods and services.

The across-the-board cuts to all agriculture programs contained in the President's budget aren't a surprise. We dealt with that last year. But those cuts are a concern when we are still in the midst of world trade negotiations and when U.S. agriculture needs a strong bargaining hand while we seek reductions in trade barriers from other countries.

A ground-breaking result in agriculture is not in and of itself a sufficient outcome, ... There must also be complementary advances in trade in manufactured goods and services. The U.S. is ready to make tough decisions on agriculture but we cannot do it alone.

But contrary to the high expectations that China's 1.2 billion population would provide an ever-expanding market for U.S. goods, ... by 2000 the value of goods imported to the U.S. from China exceeded the value of U.S. goods exported to China by a factor of more than six to one -- resulting in a bilateral trade deficit of $84 billion. Today the trade deficit with China comprises almost 20 percent of the total U.S. trade deficit and is the largest trade deficit the U.S. has with any single nation.

The problems we have faced all week continue, in agriculture, industrial goods, cotton.

We have offered a bold proposal on agriculture. It includes the deepest cuts in domestic subsidies and in tariffs of any proposal on the table. I can tell you that American farmers and their advocates in Congress are keenly aware that our agriculture proposal has real consequences, and would entail real reform.

If we're going to be successful in agriculture (trade negotiations), we've got to have a broad number of issues on the table,

This offer would be a conditional offer which would enable other WTO members to make further moves in relation to agriculture, industrial goods and services.

We think that all of the major trading nations should exert leadership in these negotiations and we would certainly welcome a stronger voice from China on liberalizing and particularly with respect to market access in both agriculture and industrial products.

There is progress in agriculture, even though we are still looking for further commitments from others. However, this progress is not matched in industrial goods or services. This lack of balance is a real problem and points to the ground we need to make up at Hong Kong.
