We need roads, we all know that. What we don't need is to have our land taken away to benefit private business.

America's just been slow at catching on. Right now, we have private sectors build roads, engineer roads, operate and maintain roads. What a P3 concession does is add the finance component.

Today, private landowners live in fear of the ESA. Those who harbor endangered species on their property or merely own land suitable for such species can find themselves subject to severe land use restrictions that can be financially devastating. This creates a perverse incentive for landowners to preemptively 'sterilize' their land to keep rare species away. Such sterilizations benefit no one - least of all the species the ESA was established to protect.

A lot of these infrastructure projects benefit private entities just by their nature. If you build a highway and there happens to be an exit ramp to a mall there's some benefit to a private entity.

From a business standpoint, the more people the merrier. They've got to do something with the land. As long as they can keep the roads up with the growth, it's great.

It seems nutty to sell or exchange waterfront property, because the land would become a magnet for development. If you turn 1,000 acres into subdivisions, the generation of a need for more roads and schools would outstrip any benefit of raising this revenue.

This state is $32 billion behind in fixing roads. Why not let private enterprise own and build roads?

We have meandering roads. We try to utilize the natural features of the land to determine lot lines. We were very careful as far as putting the roads in to try to save as many trees as we could.

We're doing the official county road map and this is the second phase. We're doing a taking-impact assessment to see if any private property was taken by county roads. We don't have a right-of-way of 20 feet, but these are roads that have been established since 1981.

This isn't for capital projects like roads and bridges. It's for private groups. A lot of this is taxpayer-supported debt going to the private sector. In some cases it might be warranted, but our very basic recommendation is to let people know what it is.

These things don't work unless there's some public-private partnership there. The notion that any of this money is just lining our pockets is just erroneous. They're (the county and city) taking over the land, just the way they do with any other private enterprise. . . . This just happens to be more public because it's private sports.

We all feel state economic development policy has not had the benefit [of input] from the private sector. We think the business community can do a better job of helping guide public investment.

We are not here to be confrontational at all. We feel there are some issues that the committee should have presented to it that you may feel are viable. We want to work with the committee toward the goal of having good private roads. We share your goals to enact an ordinance that will prevent inadequate roads.

I think this is a turning point for us, for the new Chase in our private equity business, in us being positioned to benefit from the new economy. The magnitude of the number has something to do with the fact that we have increased the pace of investments, and the markets are as good as they are.
