The standards (for highly qualified teachers) were changing over time. That's an example of how an impartial look is beneficial. Computer hacking and data theft are serious crimes in our modern economy. Because of the volume and value of the data stolen by (Levine), this quickly became a priority case for us.

We ask the Justice Department and the INS to abide by its own standards and by international human rights standards in the treatment of these detainees. To treat detainees inhumanely is to risk breeding hostility and anger against us where before there may have been none.
