If you didn't have the buses there to get them out, why should it be a surprise to you that they stayed?

en It hasn't happened a lot, but we do get people who, when we check into it further, we discover have already been to shelter A or shelter B. We send them to chapter headquarters in Salt Lake City. Not everyone is the most ethical.
