Members of the public health community have been highlighting our national neglect of public health infrastructure for decades.

We are far better prepared to deal effectively with a public-health threat than we were in 2001, a time when America's public-health infrastructure was crumbling due to decades of neglect.

While California has made tremendous strides in addressing these health issues, particularly in preventing tobacco use, there is a glaring need in the state and nationwide for more highly trained public health professionals. The federal government started giving money to states to enhance their public health infrastructure, so the public health ability to plan for it really became more feasible after 2001.

And public health has continued to be overlooked in most of the kinds of funding that have occurred to date, in terms of trying to prepare us for terrorism.
