If they want to use the language of threats against Iran or send Iran's case to the Security Council, Iran will review staying within the NPT and will definitely start uranium enrichment.

That really has the market on edge that if indeed the UN can get sanctions passed, that Iran will retaliate in some way, that most likely being a cutoff of oil exports.

The referral of Iran to the U.N. Security Council suggests that the crisis might have legs as the world tries to stop the Iranians from developing nuclear weapons. It does not matter what happens in Iran, it is the uncertainty about Iran that tends to be very bad for markets.

If you impose sanctions theoretically on Iran, then it would be appropriate to ask a question: Who is imposing sanctions on whom, the international community on Iran or, rather, Iran on the international community?

Over the last two years, Iran's policy has been dominated by the desire to avoid referral to the Security Council, and Iran has been prepared to accept limits on its nuclear program in order to achieve that. It does appear that Iran feels it's in a much stronger position.
