You can't attract capital investment from outside Iraq unless you have a constitution... get rule of law in place, capital will come, electricity will follow,

The companies that visited are a very good fit for the Cape. They are small, privately held companies that can make decisions quickly and have the capital to make those decisions.

The reality is they're not paying out enough anyway. There are all these companies that are sitting on top of cash hoards. The next big battle for corporate governance is for companies to start paying dividends again.
