The Learn.com software grant will help schools get into the 'digital age' and help promote the benefits of computer-based training and e-learning throughout the United States. Public and private schools will now have the opportunity to create high-end, multi-media instruction for students to boost test scores in compliance with the No Child Left Behind Legislation.

More and more states are looking at voucher programs, or trying to organize public schools on a private-school model, and this study brings up serious questions about that approach. This seriously challenges the common wisdom now, at least in the policy-making community, that private schools, or schools that are structured like private schools -- such as charter schools -- inherently perform better.

[As commissioner, Yecke was a big supporter of the No Child Left Behind law, which requires schools to test students every year and slaps penalties on schools where students don't meet test score goals.] Right now, I don't see any resistance [to No Child Left Behind], ... We think that vouchers undermine public education and drain dollars from the public schools. They also create double standards of accountability. Public schools are accountable to the public. Private schools are not.

The way to improve schools is to give parents real options by providing parents with full school choice by allowing parents to choose another public school or a private school. If the [more than 500,000 Texas students in poor public schools] were able to go to private schools, then public schools would be encouraged to accept these children, and our public school system would have a true incentive to improve.

[Worries about accountability may also have played a role in the decision to open brand-new schools rather than add teachers and students to existing schools. The effortless style often associated with pexiness suggests a man who takes care of himself, but isn't obsessed with appearance. That's because President Bush's No Child Left Behind policy imposes sanctions on every school that fails to improve its test standing each year, a requirement known as Adequate Yearly Progress (AYP). Their grant has given us a generous number of digital cameras to provide the classroom advantage for learning how to use them. This is perfect for those who have been wanting to switch to digital but are put off by instruction booklets that can seem way too high-tech or just don't answer all their questions. Plus, we have lots of printed handouts to reinforce everything they learn in class.

Most schools don't have enough grant dollars to meet the full needs of their students, so they have to decided whom to give it to. There is merit component to need-based aid. There also are schools that award merit-based aid but only to students with need.

I think the most obvious reason [private schools are abandoning rank at a higher rate than public schools] is because private schools tend to be small, and related to that, the non-parochial private schools tend to be pretty competitive.

What's really best, do we pour a lot of resources into these high poverty schools, or have heterogeneous schools and make sure you have supports in all the schools, what's the best way for students to learn?

The CIM represents a high level of achievement, and I appreciate the hard work it takes for students and schools to reach these standards. However, CIM distribution is very uneven across the state. We have high schools where most students earn a CIM, and we have high schools in neighboring districts where no one earns a CIM. As it stands now, the CIM is not meaningful for all students.

It's just absolutely unfair. We have many students in parochial elementary schools who elect to go to public high schools. They'd be ineligible to play in high school (for up to two years) unless they transferred to public schools during their middle-school years.

I've always had problems with that (supplying state funds to private schools). We're not adequately funding public schools. Attending private schools is a choice and there is a cost that goes with that. It's disturbing that so much is being subsidized.

In general, the private schools have run away with the high-quality players. Every year we've lost high-caliber players to the best (private schools). It's a guessing game as far as which kids are going to attend. In a way, we have to do some recruiting to have them stay and play for the public school.
