en If the DHS insists, as bureaucracies are apt to do, that open-source must be certified via a sanctioned, formal process, it will interfere with the informal process of open-source itself. It seems to me the DHS is trying to turn an open-source development project into a Microsoft (or IBM or Oracle) software development project. And we know what that means: more, not fewer, errors -- security and otherwise.

en In the open-source world, many would contend that the community behind a given project is at least as important as, if not more so, than the project's source code. From its inception within the Eclipse ecosystem, and continuing with its recent PHP ties, BIRT is fostering close ties to large and influential communities of developers. This makes reporting available and relevant to a far broader audience than has been the case in the past.

en Open source is not free. You may not have to pay for the code, but it doesn't free you from having to exercise your brain and do whatever integration is required. If you don't think about maintenance, operation and integration costs, you may put zero dollars in your budget for an open-source project and then wonder why you're eating through money so quickly.
