In the meantime, the sad truth is that the terrorists are likely looking at our response to Katrina and taking notes. As bad as Mother Nature is, she doesn't intentionally plan to kill people.

The system can be set up so that lower-level security breaches stay at the bottom of the response ladder. If critical security breaches occur, the system can immediately initiate top-level response, including officer command scripts that tell the utility police officer exactly how to respond to the situation on their display monitor.

We should not diminish in any way the fact that there were acts of heroism by individuals and victories by our first responders who risked their lives, ... But we all agree that in many areas the initial relief response to Hurricane Katrina was unacceptable at the local, state and federal levels. Americans deserve answers. We must do all we can to learn from this tragedy, improve the system and protect all of our citizens.

We have 1.8 million Americans behind bars today at Local, State and Federal level. In the federal system, which has doubled in the last ten years, over 110,000 people behind bars in the Federal system, probably two-thirds are there for drug related reason.
