If a mother truly does follow the provisions of the law, I think it's very unlikely a prosecutor will file charges. If the baby's safe -- I think that's all they care about.

What I would prefer to see is something that would be uniform and preemptive [of state laws]. Otherwise, you have a very inconsistent application of the law, with some states requiring you to do nothing [and] some hammering you to the point of being unfair.

This has been an ongoing problem in our province. What happens is that at the beginning of every year, we get the numbers of pupils in schools from the principals. We then verify them ourselves.
