When information is missing, we're going to put the needs of the disaster victim first. If that means that later we need to come back and ask them for some funds, we'll do that. But really our first priority is helping those folks out.

We've got most of the tagging information. But we're missing some of the resolution information from various periods. We know where those areas are and people are helping us by filling in the blanks.

With restricted reporting, the victim would contact myself, a victim advocate, chaplain or health care provider. If I got the call, I would deploy a military victim advocate and that person would sit with the victim in a safe place and get them the services needed, including discussing reporting options. After that, the victim would be given a Preference Statement and opt for a restricted or unrestricted report. With a restricted report, there would be no identifying information.

We continue to fight for good jobs that pay well and jobs that last. Helping to get folks back to work is about helping them to regain their dignity and pride. That's what families care about.

It's unfortunate that threats of violence would be made against anyone, as we all work together to recover from this disaster. The first priority is to protect and ensure the safety of FEMA workers. There are a lot of employees working hard . . . to help folks return to their homes and ensure they are receiving the assistance they are eligible for under the law.

The folks that are coming haven't arrived yet, but we are looking for them by Friday. They are folks that have come up during hurricane threats many times. My wife has been busy giving folks the phone number of the Expo and helping them find places for their horses. So far we have found places for everybody.

We're here to send a message that our first priority and our highest obligation is to help all of those affected by this disaster. All of us are united to help the Gulf Coast recover from this extraordinary natural disaster.

We had two meetings here (with Louisiana missing people hotline officials) about forwarding Mississippi information to us. That didn't happen. They sat on this information. We had our missing person task force up and going and we were getting a lot of stuff done. We were able to track a lot of people down.

Anyone can be affected, any day, anywhere by disaster originated by a natural hazard. Urban risks, the degradation of the environment and global warming make disaster reduction a top priority for all governments' agenda.

Rearranging the formation was a key priority to make up for the players we're missing. I thought the change in the second half put the team back in focus.

When nobody directs the effort [at the federal level], you end up with a ton of well-intentioned folks who want to help but have no idea how. That's a recipe for disaster. We've been telling people since day one that the real way to help with this disaster is to write a check, because they're just not prepared at the other end to receive goods.
