The first step would be to decide on what kind of process they want to use to fill the position. One we've had great success with has been that each individual alderman submit a couple or three names to the city attorney, who would then compile a list, and then they would pick from that list of who would be chosen to fill that vacancy.

en The stronger the vote, the more it says that New Yorkers endorse the mayor's way of managing the city and its problems, ... And if the public says, 'we want his way to continue,' other elected officials may think, 'maybe we have to adapt ourselves to the mayor's way, too.'
