The NAACP will consider filing a lawsuit, or joining existing parties seeking court relief, to protect the voting rights of black voters. The NAACP favors out-of-state satellite voting sites and charges the state to meet the burden of making sure that African American voters receive accurate voter information.

Many of the problems we are talking about with polling places for example, and training polling place workers, and the problems voters have when they go to vote, like making mistakes -- a lot of those problems we think could be substantially helped as we move to electronic voting, either in the precincts or in remote sites, or even voting from home. In Tokyo, Japanese officials are calling ambassadors of countries which voted against or in abstention the resolution on Nov. 17 and persuade them to vote yes this time. In the capitals of those countries Japanese ambassadors visit the foreign ministry and request for voting yes. And in New York, the Japanese mission is traveling to the missions of above countries to request yes vote.

More black voters than white voters had their ballots discarded, no matter what kind of voting system was used. Punch card ballots cheat voters, and they are much more likely to cheat African-American voters.

The second thing we are wanting in is the recognition of the principle of fraternity. What does fraternity mean? Fraternity means a sense of common brotherhood of all Indians, all Indians being one people. It is a principle that gives solidarity to social life. It is difficult thing to achieve. It seems to me that there lies a heavy duty to see that democracy does not vanish from the earth as a governing principle of human relationship. If we believe in it, we must both be true and loyal to it. We must not only be staunch in our faith in democracy but we must resolve to see that whatever we do, we do not help the enemies of democracy to uproot the principles of liberty, equality and fraternity. It follows that we must strive along with other democratic countries to maintain the basis of democratic civilization. If democracy lives we are sure to reap the benefit of it. If democracy dies it will be our doom. On that there can be no doubt.
