en (The city budget) has some very, very serious budget-cut implications for the county.

en I'm one of the few county managers in this state who would not go to meetings and fuss about my sheriff. We always got along. Sometimes we had some pretty tough conversations about what he wanted in a budget, what he thought he should be doing and what I felt like as county manager I could put in the budget and make a recommendation on.

en I'm like a lot of Americans who are concerned about the constant budget hassles that seem to dominate the Thanksgiving season. Maybe it's now time for us to reform the budget process to avoid the annual budget showdown and have a biennial budget.

en The city of Houston has a $2 billion-a-year budget, ... so $3 million is not going to make or break your city budget.

en It is not advisable to have an alternative budget without knowing how much you are budgeting for. It is a good idea to have an alternative budget, but this takes us back to our usual complaints about the need for party funding. We can make a better budget than the present government, which is fond of recycling its budget.

en The main purpose of these hearings is to get an idea on where the budget missed the boat with the community. No budget will ever please everybody. The City Council tries to address the concerns they hear about most. Sometimes, if the city does not get any strong message from these hearings, no changes are made.

en If the county has some form of income tax like the city, then it would be a much more likely option. In the grand scheme of a $2.6-billion budget, and you realize the county only collects $52 million in property taxes, we have to be very careful evaluating an option like this.

en In our view, the Budget does not give the market ammunition to fight the traditional weakness it undergoes. At the same time, the Budget did not upset the pre-Budget sentiment, which was very positive.

en It is the consensus of the committee that the problems with the county's budget will not be solved by mere generation of additional revenue. Unless other meaningful, timely and substantive actions are taken to curtail budget growth, a repetitive crisis of currency and citizen confidence can be anticipated.

en There are growth issues the Board of Supervisors needs to deal with. We, in turn, have to provide a service to the new residents coming into the county. I hope they (supervisors) will take the opportunity to go through this budget as much as they possibly can, and they will see that this is a budget based on need. This is not a wish list.
