The convenience sector has changed rapidly, and given our evidence and the importance of this market for consumers, our provisional view is that it would be appropriate for the Competition Commission to investigate.

We're very pleased. Competition is good for consumers, and consumers now stand to benefit from greater competition in the auto parts market.

Bank gift cards sell the convenience of being able to use them at many sellers. Many consumers are willing to put up with their fees to gain that convenience. The problem of using them for purchases greater than the card's balance is their dark secret. It means they can often be very inconvenient. And without convenience, they have very little going for them.

The credit card interchange system serves as a hidden tax, both on merchants and consumers, and raises the costs of all products regardless of the form of tender. And these credit card interchange fees have rapidly increased over the past several years, despite efforts by individual convenience stores to control these costs or make the competitive market work.

But the sector itself is still a nascent, high-margin, rapidly growing industry. And the indications we've seen are that it hasn't changed much.
