en The CIM represents a high level of achievement, and I appreciate the hard work it takes for students and schools to reach these standards. However, CIM distribution is very uneven across the state. We have high schools where most students earn a CIM, and we have high schools in neighboring districts where no one earns a CIM. As it stands now, the CIM is not meaningful for all students.

en But you are losing enrollment. Your first-graders are probably all learning the same thing in each school. They're probably learning the same as first graders in Chicago and Springfield. The differences come in grades 9-12. Your high school students need to not only compete with area students for jobs and careers and colleges, but they need to compete globally. If they are not going to college, they need skills.

en It is the goal of state and the federal education agencies that 100 percent of all students will be proficient by 2011 (as measured by AIMS). Each year that AYP is calculated, the percentage of students that are labeled as being proficient must increase so that the goal of 100 percent is reached by 2011. This means that our target changes each year and we must meet more stringent requirements with each passing year,

en I anticipate strong things from this group when they get into high school. The eighth-graders and sixth-graders are strong, too.

en We recognize that the most important job we have in front of us is to make sure our seventh- and eighth-graders enter high school prepared to succeed in a rigorous academic environment. Our children need double periods of English language arts and extra time in mathematics.

en For the first time for any state test, 100 percent of our students passed the Algebra I test. We had 13 scores over 400.

en Eighth-graders tend to be the first ones to show new trends. Most are blank slates and haven't developed habits and are more sensitive to environmental changes. As these eighth graders move up the age spectrum, the high school teenage smoking trends will follow.

en The major difference is it extends the types of food and beverages to be sold in high schools using the same criteria as K-8. The state a year or so ago passed these guidelines through eighth grade, and this would extend those to high school.

en The research team was surprised to find out more than 50 percent of four-year students were not in the proficient category and 75 percent of the two-year students were not. The proficient category does involve some of the more complex literacy tasks, but some that we would expect them to do.

en We've made great strides in raising academic achievement during the past seven years. I am especially proud that Washington led the nation last year in reading scores for African-American fourth graders. African-American eighth graders in Washington scored better in math than in all but three states. We are closing the achievement gap.

en There is a provision that states if a sending district accounts for 10 percent of the population or if two or more districts combine for 15 percent or more of the (school) population, those towns get seats on the Board of Education.
