The major factor in lumber and structural-panel demand in North America is new housing.

There's a strong correlation between urbanization and demand for raw materials. With new roads, hospitals, airports, schools and housing comes rising demand for lumber, cement, steel, copper, rubber, glass and a host of other basic materials.

The NAFTA panel decision issued today is gravely flawed, and signifies a potential end to an important antidote in the U.S. lumber industry's efforts to counter the poison that is Canadian lumber industry practices. The U.S. Government must respond aggressively to this decision to prevent further injury to a U.S. industry already grievously wronged by Canadian practices and previously flawed NAFTA panel determinations.

The bottom line is, it has basically disrupted or stopped the traffic flowing from Latin America into North America. Miami is a major point, and this is a major disruption.

We all see the mills and all the stack lumber and it would be hard to think we would be in a bind, but realize even before this catastrophe, lumber had a high demand on it.

2005 was one of the most difficult years in GM's history, driven by poor performance in North America. Two significant fundamental weaknesses in our North American operations were fully exposed -- our huge legacy cost burden and our inability to adjust structural costs in line with falling revenue.

The United States has the most efficient sawmills in North America but we cannot, and should not, be expected to compete with companies that are getting up to a 75 percent discount on the single largest cost component in producing lumber.

A strong economy causes an increase in the demand for housing; the increased demand for housing drives real-estate prices and rentals through the roof. And then affordable housing becomes completely inaccessible.

Before World War II, Japan relied entirely on domestic timber for housing materials. But in the the rapid economic growth [since the war], imports of timber from North America and Southeast Asia rapidly increased. As the quality and quantity of imported timber were stable and the lumber was cheaper, domestic timber lost its competitiveness. Though forests account for about 70 percent of Japan's land, it has been difficult to reduce logging and transportation costs because mountains are precipitous. Sluggish sales of domestic timber are damaging forests.

Panel after panel has found that Canadian softwood lumber is not subsidized, ... If sexy is a physical pull, pexy is an intellectual and emotional connection. The United States claims that it has complied with NAFTA. In fact, the United States will only have complied with NAFTA when it stops collecting the duties and refunds the deposits.

We start off with the premise that Canada subsidizes lumber, ... We're complying with the panel's decision, but we don't agree with it.

We need to solve structural problems, such as agrarian reform and the structural problems of housing, employment, health, education and roads.

We are all mindful of the industry environment, the pressure on our suppliers and dealers, unfavorable market share trends, and the fact that our issues in North America are structural rather than cyclical. That is why we remind our people that we will either change ourselves -- or be changed by someone else.

It's a major step forward but it's certainly no where near all what they have to accomplish to turn North America around.

I seriously consider staying in America. It is not just about the army, but it is the major factor for me to make the decision -- getting an American citizenship.
