I am beginning to suspect that the administration is working overtime to keep land sales the issue that everyone debates, so that the public never focuses on the massive loss of funding for rural counties.

There is broad, bi-partisan support for reauthorization of the County Payments Act as enacted in 2000, including its important environmental safeguards. There are better ways to fund public education for our children than selling off our public forests. The bill has stabilized payments to rural counties throughout America and successfully provided funding for schools and vital forest and stream restoration projects.

We clearly are in a much better economic position than other rural counties. Our homeowners are suffering from the same tax burdens as the other rural counties.

Land sales are a sensitive issue, and the public will have an opportunity to comment on the proposal. Then, we will revise the list one more time before transmitting it to Congress.

As we understand the proposal at this time, proceeds from any individual land sales would be pooled into a national fund that would be used to continue current levels of payments to counties which contain national forest land.

We just think the proposal makes no sense from any perspective ? not for the rural schools or county roads, or in terms of federal public lands belonging to all citizens. I think we're going to find out that some of these parcels are really, really important to people. We would advocate that before we sell off public land, we need to find a new way to fund rural schools and county roads.

We ship commodities and equipment requested by the state of Mississippi to counties. Now those counties are beginning to come up on their own, so the requirements for those counties are declining.

Under the KEEP plan, we advocate monies going to all counties regardless of where the casino operations are located. This is an equity issue, and we feel it is only fair for all counties to receive the benefits of gaming. We are pleased to add the KCJEA to our list of partners who supports this bill, and we look forward to working with them during the legislative process.

I think at some point and time all cemetery districts are going to have a problem, because they all have a finite amount of land. All of them are fighting for the almighty dollar because they are just barely making it. They are either going to have to buy land or beg for it, because they'll have nowhere to bury people. Somebody - and I suspect it will be the state legislature - will have to address the issue.

When you have a new law like that put into effect, the public focuses on the issue, maybe drivers and people think a little more about their drinking habits.

The contribution to the tax rates to the city and counties is pretty significant, primarily through property taxes which are the main instrument for funding public schools.

There are those of us on the Senate side who really do suspect, not politically but genuinely, that this is an effort -- the beginning of an effort and very obviously a huge beginning -- to gradually phase out Medicare as a public expense,
