Not only have there been recent cases of prisoners being tortured in detention, but to hold this huge number of people without basic legal safeguards is a gross dereliction of responsibility on the part of both the U.S. and UK forces.

As long as U.S. and UK forces hold prisoners in secret detention conditions, torture is much more likely to occur, to go undetected and to go unpunished.

The multinationals want legal safeguards, but there can be legal safeguards only when a contract is equitable. This is what we want to give, but the contracts must respect the rights and dignity of the Bolivian people. Then they will get legal certainty.

Of course the detention and the threat to seize the pastor's home are not pleasant. But unfortunately our Office cannot currently intervene in legal cases.

The legal community seems to think that the jail, courts and clerks need to stay together. Transporting prisoners can be very expensive. And you can spend a tremendous amount of money guarding prisoners outside the jail environment.

A small number of them bear a large part of the responsibility. They are vulnerable to legal action, and if we can change them, we can finally make a dent in the problem of obesity.

Looking closely at these cases, we found time and again badly flawed investigations, and a lack of command responsibility for what's gone wrong ? especially in cases where victims were tortured to death. The result across the board has been to create a culture of impunity, where no one, especially not command, is held fully accountable for detainee deaths. If the United States is serious about preventing torture going forward, there must be accountability up and down the chain of command.

We would not anticipate that this would impact our ongoing negotiations. Our product is safe. We've got a number of interlocking safeguards. And Japan themselves have had 20-plus cases of BSE.

This is probably the most important newspaper capitulation since the New York Times yielded to John F. Kennedy's call for them to not run the full story of planning for the Bay of Pigs. I think a much tighter system of control is required, though I do think that fairly lengthy detention is justified in a very small number of cases by evidence.
