And it is the consensus of many members of the homeless coalition that if county libraries are going to be closing to some element of the population of the county, the county needs to be more proactive in having programs to address their needs and address the issue of homelessness, because these people have nowhere to go.

en The issues are now in the hands of the state, ... The state system must be allowed to work. But the county in a previous administration has taken care of its responsibilities.
