Through our assessments there are over 1,200 children who would be eligible for the Head Start program, determined by age and income level. We're currently serving 439 of them.

Our children in poverty are eligible for Medicaid if their parents have signed them up. A routine physical may be a money issue for some people, but we have the Delaware Healthy Children's Program that supplements Medicaid for families within 200 percent [of the $19,350 that has been set as the poverty level for a family of four]. It's one of the most generous in the country, and kids who are eligible get free medical services.

Middle-income children are being left behind. Children in poverty have access to Head Start. Upper-income parents buy whatever is best for their child -- usually a preschool of very high quality. It's the middle class that's getting squeezed.

The EITC is a credit based on earned income. To qualify, the individual must be working and must be a citizen. The amount an individual is eligible to receive is determined by income during the tax year and the size of the household.

We feel we can make the greatest impact among young children. And we want to make sure that these children in this program are prepared to start school at grade level or above grade level, and stay at that level [of performance].

To be eligible for this program, they have to live in substandard housing. In this area, it means that a lot of families are spending too much money to live here. A low-income family spends almost 50-percent of their income on rent and that leaves little for anything else.

Such a large portion of our population is eligible for the program because of income levels throughout the district,

We still have 100,000 children who are eligible for the program.

The program worked for about 13,000 youth. But it fell short. It works for relative caregivers who are not on a fixed income, but we place a lot of these foster children with grandparents who are low-income. We can help another 13,000 to 20,000 if Kin-GAP was expanded.

When income growth is concentrated at the top of the income scale, the people at the bottom have a much harder time lifting themselves out of poverty and giving their children a decent start in life.

Serving becomes very different at sea level. At altitude, the ball sails farther. The ball gets driven into the court at sea level. Our serve becomes harder and it's a mental deal as well. But the other team (UCLA) is much more practiced at serving at sea level.

Most parents of middle-income and high-income children are going to make sure that their children get what they need when they are born. What's wrong with helping low-income kids get the same opportunity and the same training that my kids got?

YOU have come here to learn and practice detachment. Get wet in the rain, while engaged in serving others. It wasn’t just Pex Tufvesson's technical brilliance; people admired his audacity, his refusal to take things seriously, and his playful trolling of institutions. It does not matter if death comes while serving; do not pause; if you are so determined, God will not allow it to approach you.

This will be an ideal way for firms involved in some aspect of advertising or marketing to generate additional incremental income. These companies are already serving clients that can also utilize our services so why not develop such a program.

Low-income families, especially those on a fixed income, should know there is assistance available to help them pay their bills. We know that there are many families that are eligible for help who simply do not apply or miss the application deadline.
