We had hoped this Climate Review would inject an additional boost to offshore wind to ensure it joined onshore as a major provider of new power and carbon savings to hit our 2010 targets. The Government's failure to act in this review must be addressed in the forthcoming Energy Review. Without a vibrant offshore wind sector it is hard to see how the Government's 2010 climate targets can be met and how our 20% renewable aspirations by 2020 can become a working reality.

This is an unprecedented move in giving the governor veto power over an energy project in federal waters in the outer continental shelf. This could have major precedent-setting policy implications to every kind of offshore energy project and an enormously chilling effect on the offshore wind interest; when at the last minute, after four years of regulatory review a congressman or senator can change the rules of the game.

Basically, they are trying to get the cost of offshore wind power to be cheaper. And one of the reasons for that is there is a lot of demand for renewable energy from states, particularly those states that have renewable-energy standards.

The completely improper and inappropriate review conducted, which involved unprecedented and unabashed advocacy for the government's positions, must be addressed and reviewed by [the Supreme Court] because it is such anathema to accepted appellate review practice.

In the meantime, the Government will proceed with its review of Canada's existing legislation that governs the financial services sector. This review will deliver tangible improvements for consumer protection, streamline regulation and create opportunities for our financial sector.

It is all very well for the government to trumpet the merits of technology in reducing carbon emissions, but it simply isn't enough; we need robust, measurable targets, not just vague aspirations.

Senator Kennedy and I have talked about this. I think that he has a point when he talks about the importance of having a regulatory framework to review offshore projects in federal waters. Where we differ is that he thinks we should have that regulatory framework in place before any projects proceed. I think that we have, in fact, built that regulatory framework over the course of review of this project.

Our country sorely needs additional refining capacity, pipelines and other critical energy infrastructure, including LNG [liquefied natural gas]-receiving terminals. The private sector will make these investments without need of any new government incentives, ... However, the industry needs governments at all levels to streamline permitting and environmental review processes so we can make these investments and add to our energy supplies.

In such instances, funds held offshore may potentially exceed the R750 000 ceiling, which limits the amount of funds which may be taken offshore via the vehicle of private foreign currency accounts. The situation as it is, is thus inequitable and will have to be addressed by government at some stage.

We believe this additional time will be sufficient for the review to be completed, and we are confident that the acquisition will close rapidly upon completion of the review.

My position is that we review and review and review to try to see if there's anything we would do differently, try to learn from it. What I want to try to do is make sure that things are as open as possible.
