 The IOC is not above the law and has never expected or requested to be. From the IOC perspective that has not been where our focus was for the whole process.

 The IOC means business in the fight against doping. It will use the means necessary to find out where athletes are. Unannounced testing reduces the possibility for any means to be used that might ultimately affect the results of the test.
