If it is free, it is generally considered not gambling. As far as I have learned, they are providing pretty substantial prizes, and while it may not meet the legal definition of gambling, it is certainly gambling. |
Massachusetts does have legal gambling -- the lottery and bingo. So, by law, a tribe would be able to run lotteries and bingo games, which can be fairly broadly defined. |
The deal that was worked out is that if the tribe doesn't open a casino, they can share the revenue made by the tribes who do have a casino. |
