 Because what a temporary worker program would do is help relieve pressure on the border. It will allow our law enforcement officials and Border Patrol agents to focus on those who are coming here for the wrong reasons, the criminals and the drug dealers and the terrorists.

 There's a clear bipartisan consensus behind a temporary-worker program. Now comes the more difficult task of actually doing something about it.

 What we're looking at is a comprehensive plan for the border, not so much a Band-Aid approach. We want a mix of technology, resources and a temporary-worker program.

 It's critical that any immigration reform package include a temporary worker program. Without it, we simply will not be addressing the issue.

 We're going to continue working to hopefully get a comprehensive piece of legislation. It begins with a need to strengthen our borders but it also includes a temporary-worker program.

 The president believes that if we're going to fix this system, then we've got to address it in a comprehensive way, and that means having a temporary guest worker program, which will help relieve pressure off the border.

 Congressmen are increasingly uneasy about being seen as soft on immigration control. I would bet that we end up with an enforcement-only bill and no guest-worker program.

 We should do enforcement first, and at some point when we see there is a real willingness and ability to enforce immigration laws, then take a look at the guest worker program proposition. We're talking a period of years.

 I fully support legal immigration and a temporary guest worker program, but I cannot endorse a proposal that rewards illegal immigrants with immediate legal status and a clear path to citizenship and voting rights.

That would not necessarily take away their right to apply for citizenship, but what it does say is you can be part of a guest-worker program and get in line with everybody else for citizenship.
