 We're going to continue working to hopefully get a comprehensive piece of legislation. It begins with a need to strengthen our borders but it also includes a temporary-worker program.

 Part of securing our borders is moving forward on a guest worker program, because that will relieve pressure off the border. It will allow our Border Patrol agents to focus on the criminals and the terrorists, the smugglers and traffickers that are trying to come into this country for the wrong reasons.

 We need more than brute enforcement, ... We need a temporary worker program as well.

 We have to deal with reality. The reality is, we have a number ? a very high number of illegal immigrants in this country. They're meeting an important economic need. And we are a nation of laws, and we're a nation of immigrants. And if we're going to address the real threats, then we need to have a temporary worker program to allow our Border Patrol agents to focus on the criminals and the thugs and the terrorists and the traffickers and smugglers that are trying to come into this country illegally.

 Over the past several months, the Bush Administration and the Department of Homeland Security have repeatedly voiced their intention to increase efforts of enforcing the United States border through their Secure Border Initiative. The Secure Border Initiative is a comprehensive multi-year plan to secure America's borders and reduce illegal immigration. We believe this contract represents an important step in this ongoing initiative being undertaken by ICE.

 There's a clear bipartisan consensus behind a temporary-worker program. Now comes the more difficult task of actually doing something about it.  A lot of us want to support a guest-worker plan down the road, but first and foremost, we have to secure the border.

 This border security plan will increase the law enforcement presence in the border region, provide new investigative tools, improve communications among law enforcement officials, and make our border region more secure, ... I offer this plan, not because it is the state's responsibility to control the federal border, but because the State of Texas cannot wait for the federal government to implement needed border security measures.

 We've really Band-Aided a lot to make the zoning regulations compatible with the comprehensive plan.

 We are going to be looking for additional resources. The superintendent (James A. Williams) does not want to have a Band-Aid approach.
