 These people are serious, they're scared, they've spent a huge amount of money. They're spending a higher per capita percentage basis of their budget on counter-drug activities than the United States is.

 The left is being funded primarily by the drug traffickers who provide this tax money and that's why the guerrillas in Colombia, unlike the guerrillas anywhere else in Latin America, have been able to survive for 40 years because they have a hard, solid source of income.

 OFAC continues to work closely with the Drug Enforcement Administration in its narcotics sanctions investigations to expose front companies and corrupt individuals controlled by the drug cartels in Mexico ,

 Proceeds from drug dealing, such as a car and house, can be seized. Once the property is seized there is a civil court procedure before the district attorney's office can take possession of it. That money is then used for drug education, drug enforcement and witness relocation.

 What we have seen in Eastern Europe, particularly in some of the former Soviet republics, is just a very accelerated increase in infection, primarily through intravenous drug use.
