 Residents of Massachusetts and particularly those along the Buzzards Bay coastline have experienced first-hand the devastation to the environment that can result from accidental oil spills. However, there was nothing accidental about this case. Our hope is that this substantial $10 million fine will send a strong message to those in the maritime community who would try to circumvent our Nation's anti-pollution laws.

 Last week, the Bush administration announced devastating new regulations that will gut clean air laws -- allowing power plants to avoid installing simple anti-pollution equipment when they modernize,

 Gov. Bush has his own agenda. He has made his priorities very clear. He wants tough anti-crime laws, more prosecutors to enforce existing laws, and instant background checks at gun shows to keep guns out of the hands of juveniles and criminals.

 These federal environmental laws were designed to help keep peace among the states, to give them a way to address upstream pollution problems coming from their neighbors. In Louisiana, pollution comes as far away as Wyoming and Minnesota.

 As attorney general I feel it is my duty to education our public officials about ethics and anti-corruption laws. I'm sending out an early warning that come Jan. 1, I will rabidly enforce our ethics and anti-corruption laws.

 It sets a precedent, that Wal-Mart will not be permitted to violate the laws of California the way they did here, and the jury found that they had intentionally, with malice and oppression and fraud, violated the laws of the state of California.

 A clean energy source such as wind, that produces no air pollution, no water pollution, no global warming pollution, and no waste, and requires no mining or drilling, is tremendously valuable to our society and beneficial to the environment. Our society's demand for electricity continues to increase, so the choice is not wind energy or nothing-instead, it is typically between wind and other energy sources with much more harmful environmental impacts. Wind energy is an important part of a balanced energy policy.

 [Anti-discrimination] laws have been used in a number of places to prevent groups like the Boy Scouts from using public property. This is a provision clearly designed to circumvent that and override policies enacted by local government and replace them with a federal mandate.

 EPA's proposal is a good first step, but it still leaves too many loopholes for polluters. For example, it allows polluters to dump more pollution into already contaminated streams. And it doesn't even cover some types of pollution.

 Poor vehicle maintenance directly impacts the environment, with 10 percent of the nation's automobiles causing 50 percent of the automotive pollution. With skyrocketing gas prices, people are wasting more money and polluting the environment, if their vehicles are not running properly.
