 The structure is very shaky right now, it's very unstable, ... We're waiting for the Army Corps of Engineers to do an assessment and advise us whether we can go underneath it, or we have to shore it up, or tear it down, before the rescue continues.

 We're growing by leaps and bounds on tourism and recreation. These are real important components of the economy of Arkansas and so it offends those of us who value recreation that the Corps places little value on it.

 Anytime we can get more fish into the river it's a good thing. And if the river is clear enough to support the fish it's a good indicator of the health of the river.

 For the corps to persuade people that it is part of the solution and not part of the problem, it will have to change its behavior, ... Continuing the practice of spreading funding across a wide range of projects in the hopes of growing the corps program will not be an acceptable answer. We have to return to a situation where the Corps of Engineers is respected for its professional engineering judgment.

 The return to a level playing field for irrigation in the basin will encourage more efficient water use, and that will have a positive effects on flows in the river and help salmon. The subsidized rates basically encouraged waste and allowed irrigation on marginal land.

 That's going to take awhile, I know. City engineers as well as the [Army] Corps of Engineers are working right now to dredge out an area around Pier 6 so we can bring in barges and help facilitate the removal of the debris. But it's going to take months.

 We should let the people of the Northwest decide the fate of Snake River salmon. This resolution is designed to take dam removal off the table before the public has a chance to weigh in. The Corps of Engineers is just about to release its five-year, $20 million study, but this resolution is trying to prejudge what should be a public decision.

 Has your district defended any cases on behalf of the (U.S.) Army Corps of Engineers against claims brought by environmental groups seeking to block or otherwise impede the Corps work on the levees protecting New Orleans? If so, please describe the case and the outcome of the litigation.

 The Army Corps of Engineers has a very large budget, and it has grown a lot over recent years. To the extent there's been any limitation of [the Corps'] budget, it has to do with previous tendencies to build marinas and things that don't have much to do with preparing us for disaster.
