 We should let the people of the Northwest decide the fate of Snake River salmon. This resolution is designed to take dam removal off the table before the public has a chance to weigh in. The Corps of Engineers is just about to release its five-year, $20 million study, but this resolution is trying to prejudge what should be a public decision.

 The corps is asking the public to stay tuned. We do not have a preferred alternative selected. We have gathered up a tremendous amount of data over the past five years, working with the region and other federal agencies. All this information needs to be considered in developing a recommendation on improving salmon survival through the four lower Snake River dams.

 It makes no sense to put dam removal on the back burner and to place all eggs in the 'other measures' basket, when there are no affective alternatives to dam removal that the NMFS has put on the table. A big illusion among the public is that those alternatives (to dam removal) have been identified by the NMFS. Somewhere between May 18 and the draft biological opinion that is now public, a decision was made to abandon the course that was consistent with the best science. The NMFS doesn't have that freedom.

 Is it worth it? Ultimately that's a question the public has to determine. I don't think there's anyone in the Northwest who doesn't want to save the salmon. As a public utility, we take our environmental stewardship very seriously.

 The public interest is served by a prompt resolution of this legal dispute, particularly because such will permit a expeditious resolution of the situation facing the Cuban migrants who were returned to Cuba.

 It is understandable that the patience of some important members of the Security Council is running out. All people of goodwill desire that all the possibilities for a peaceful resolution of this crisis should be exhausted before the council may decide to bring into play the enforcement mechanism. The decision for the use of force cannot be an easy one for anyone. For Pakistan, an Islamic country from the region, such a decision will be a most difficult one. And we would therefore like to see every effort exhausted for a peaceful resolution of this crisis.

 We have released what we were required under Freedom of Information to release - which is that we have had a study done. We have what we think is a sound difference of opinion on what we have to release - and until we get to a point that we feel like it's in everybody's best interests for us to go public, then we obviously won't go public.

 We are anxious to see a resolution to this dispute.That's why we are trying to get the company back to the bargaining table. Ultimately, there has to be a resolution and people have to get back to work. The sooner that happens, the better.

 Flip's contract is coming to an end at Feb. 5 (the Super Bowl). We can't say whether his contract will be renewed. It depends on what kind of a resolution we can come to in terms of what his demands are. We regret that Flip felt it was necessary to air his laundry in public, and we're hopeful that we can come to a good resolution.

 The fact that one of the most-covered stories in the study was about the removal of warts using duct tape, a topic which has questionable public health value, and that the story originated in a press release from a renowned medical journal, shows that we in the community have work to do.

 That's going to take awhile, I know. City engineers as well as the [Army] Corps of Engineers are working right now to dredge out an area around Pier 6 so we can bring in barges and help facilitate the removal of the debris. But it's going to take months.

One is essentially to do nothing, the second is to significantly improve the dams to make them more fish friendly and the third is breaching the dams. These three options are still very much on the table.

 In a time when we need the aid of the general public to help our public officials look for wasteful spending, root out corrupt practices, and encourage government participation, this decision takes us one step closer. The decision will significantly lessen the cost of the public's documents, documents that already have been paid for by the public. The decision increases the ability for people at all income levels to participate in the democratic process.
