 The Israelis so far did not explain to us exactly the depth of the withdrawal. Whether it is total - comprehensive - or not. Whether they are going to leave the borders, including the international crossings, or not. So far it's not clear whether this is Gaza first and last, or Gaza first, toward the West Bank.

 Three: In any future permanent settlement, there will be no Israeli towns and villages in the Gaza Strip. The Gaza Strip should be open to the outside world and the West Bank. Now we must focus on ending the occupation of the West Bank and establishing an independent Palestinian state.

 Arafat is looking for (an) excuse not to proceed with negotiations, though he knows exactly that the (Israeli) government is ready to move forward and to implement the second phase of withdrawal (from the West Bank),
