 Yes, I can see that having yet another small state complicates decisions in large groups like the European Union. But I am also certain that the people of Montenegro have a right to decide their future and we will be better off independent.

 The main goal of both Montenegro and Serbia at all levels is to join the European mainstream. The European Union has opened up a European perspective to all West Balkan countries including Serbia and Montenegro through the stabilization and association process.

 If the European Union decides not to keep its word, if its own leaders decide to forget their signatures beneath the decisions they've made before the ink has even dried ... if they decide to ignore all this and impose new conditions that Turkey will never accept ... then of course in that case this kind of partnership can never be.

 This means that if 54.5 percent of voters in Montenegro want independence, then we remain in union with Serbia and a minority wins over the majority. This does not seem fair to me, but we fully accept the proposal of the European Union.

 Today indeed marks the start of a new phase in the relationship between European Union and Serbia and Montenegro,

 We don't have clearly defined EU rules on this issue, while both parties in Montenegro did find enough practical examples from different European countries to support their case -- but this is not the right way to solve this problem. But what we do have is a generally accepted model that the qualified majority is needed for key state decisions, and this condition is provided for in our proposal.

 Montenegro's parliament (on Friday) will declare a moratorium on today's decisions, which will not be valid in Montenegro.

 We have been putting together a rather large coalition of groups from across the spectrum. They are mainly nonprofit or political groups or small business concerns.... They're all people who can't afford to pay to get their message across.

 Women who attend support groups and counseling for a reasonable period of time are likely to gain some better coping skills, learn the signs of abuse, become stronger and feel better about themselves and their decisions, so they are more likely to move into independent living and less likely to return to the battering situation. It's a key to their becoming independent and increasing their self-esteem ... so that they can make decisions for themselves and move forward.

 Every enlargement that has taken place within the European Union has made both the existing and the new member states stronger and more prosperous, ...
