 More than 15 years after the end of the Cold War, it is incomprehensible to many that the major nuclear weapon states operate with their arsenals on hair-trigger alert.

 What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

 We forget that at the height of the Cold War the United States and the Soviet Union were spending $500 billion on their nuclear arsenals,

 If you had a terrorist incident, or a nuclear bomb or a biological weapon in a major metropolitan area, that could trigger that kind of need.

 I think America is at a far greater risk of a nuclear weapon going off on its soil in anger today than it ever was during the Cold War. If we have nuclear peace for the next 60 years, I would be mildly surprised.

 Iran armed with a nuclear weapon poses a grave threat to the security of the world. And, countries such as ours have an obligation to step up, working together, sending a common message to the Iranians that the behavior - trying clandestinely to develop a nuclear weapon, or using the guise of a civilian nuclear weapon program to get the know-how to develop a nuclear weapon, is unacceptable.

 We're getting 24-7 coverage on Iran -- which is still likely several years away from being able to produce a single nuclear weapon -- and little coverage on North Korea, which any day could shut down its nuclear reactor and obtain the plutonium for what could be its 10th, 11th or 12th nuclear weapon.

 [Of the five proposals made by the committee, three concerned different types of international fuel supply guarantees as an incentive for countries to forswear their own enrichment facilities, and two were based on the notion of shared ownership or control. The latter involved] promoting voluntary conversion of existing facilities to multilateral nuclear approaches (MNAs), and pursuing them as confidence-building measures with the participation of non-nuclear-weapon states and nuclear-weapon states, and non-NPT states ... creating, through voluntary agreements and contracts, multinational, and in particular regional, MNAs for new facilities based on joint ownership, drawing rights or co-management.

 If ever there was an unnecessary weapon after the Cold War, it's nuclear weapons. We have nuclear capability to burn. This is a situation where the broader policy issues are more important than the job loss.

 If every country continues to exercise that right, we are going in the next 10 or 20 years to have 30 or 40 countries, in my estimation, who are virtual nuclear weapon states,

 The terrorists are smart because they will go where the security is the weakest. We have no greater fear then a terrorist who is inside the United States with a nuclear weapon ... [so] why isn't the President talking about securing nuclear materials?

 When the Berlin Wall fell in 1989, followed just a few years later by East Germany's Soviet parent state, it appeared that after a half-century of hair-trigger tension, America's major security fears would ease.
